Fix and modernize Bazel build for Bazel 8/9 and missing targets

- Add .bazelignore to exclude third_party submodules from //...
- Ignore MODULE.bazel.lock in .gitignore
- Update MODULE.bazel dependencies (abseil-cpp, googletest, eigen,
  google_benchmark, rules_cc) for Bazel 8/9 compatibility
- Define CERES_HAS_GTEST on //:test_util (fixing regression from ccd1198d)
- Add missing sources (dynamic_cost_function_to_functor.cc,
  fake_bundle_adjustment_jacobian.cc) to CERES_SRCS in bazel/ceres.bzl
- Add missing unit tests, benchmarks, and example targets to BUILD and
  examples/BUILD

Ceres Solver

Ceres Solver is an open source C++ library for modeling and solving large, complicated optimization problems. It is a feature rich, mature and performant library which has been used in production at Google since 2010. Ceres Solver can solve two kinds of problems.

  1. Non-linear Least Squares problems with bounds constraints.
  2. General unconstrained optimization problems.

Please see ceres-solver.org for more information.
