Replace Ubuntu 22.04 by 26.04 in Github workflows

Ubuntu 22.04 is approaching the end of its standard support, while 26.04
is the current LTS release. Build on 24.04 and 26.04 instead and run the
Android workflow on the newer release.

The CUDA toolkit packaged by Ubuntu 26.04 predates its default GCC.
Install CUDA 13 from the NVIDIA repository instead together with the
matching cuDSS release.

Ceres Solver

Ceres Solver is an open source C++ library for modeling and solving large, complicated optimization problems. It is a feature rich, mature and performant library which has been used in production at Google since 2010. Ceres Solver can solve two kinds of problems.

  1. Non-linear Least Squares problems with bounds constraints.
  2. General unconstrained optimization problems.
