Actually fix the rawhide tolerance bug. And undo the last two botched CLs. Thanks to Chris Sweeney and Taylor Braun Jones for saving my bacon. I will do appropriate penance to repend for my sins. Change-Id: I14de958e651f85e4c1741fba2cb46ffe7e873346
